WASHINGTON – White House Office of National Drug Control Policy (ONDCP) Deputy Director Jim Carroll and U.S. Department of Agriculture Assistant to the Secretary for Rural Development Anne Hazlett today unveiled a listing of Federal programs that can be used to build resilient communities and address opioid misuse in rural communities. The Rural Resource Guide to Help Communities Address Substance Use Disorder and Opioid Misuse (PDF, 1.7 MB) is a first-of-its-kind, one-stop-shop for rural leaders looking for Federal funding and partnership opportunities.

Palmetto Project Becomes State’s First Non-Profit Health Insurance Agency

ACA Navigator organization ends four-year contract with Federal Government
South Carolina -- The Palmetto Project has become South Carolina’s first non-profit insurance agency, allowing it to be less restricted and more entrepreneurial in sustaining the state’s current historically high rates of health coverage. More than 200,000 South Carolinians each year have obtained private health coverage through the ACA’s Federal Health Insurance Marketplace.
According to Steve Skardon, the organization’s Executive Director, the group informed the U.S. Department of Health & Human Services in August that it would not be continuing as a Federal grantee as it has for the past four years.

Access-to-Care Community Resource Fair Scheduled to Help Uninsured Residents

SPARTANBURG, SC—A recent WalletHub study found that South Carolina ranked 42nd in the country with 10.99% of its residents uninsured. The study compared uninsured rates for 547 U.S. cities and the 50 states. The National Center for Health Statistics reported that in the first three months of 2018, 8.8%, or 28.3 million, surveyed people were uninsured. Texas had the highest uninsured rate in the country at 17.3%, according to the study. Massachusetts had the lowest at 2.8%. South Carolina saw a minus-6.54% change in uninsured rates from 2010-2017, WalletHub found. The national average in that time frame was minus-6.72%.

S.C. Hospital Association Awards Grants to Clemson, USC Health Programs

COLUMBIA — The South Carolina Hospital Association (SCHA) has awarded Clemson University and the University of South Carolina $25,000 each to support the development of a high-quality health care workforce, with the potential for two additional years of funding at the same or higher level.
SCHA’s Indigo Enrichment Scholarship has committed an initial award of $25,000 to Clemson’s School of Nursing for its partnership with the Greenville Health System and $25,000 to the health services policy and management department in USC’s Arnold School of Public Health. Subsequent funding in year two and beyond will be determined based on an annual review.
