Plans for “Decolonization” of the Russian Federation
The major and scandalously dishonest propaganda theme of the lawless Biden regime and its Deepstate, NATO, and Western establishment-media allies has been that the Russian invasion of Ukraine on February 24, 2022, was “unprovoked” aggression. The truth is that at least since April 2019, but probably before, the US and its closest NATO allies had been provoking the Russians to take military action in Ukraine. This is easily documented by US planning records and 2022 Ukrainian artillery attacks against civilians in the Russian-speaking states of Donetsk and Lugansk in southeastern Ukraine.
In 2019, upon request, the US military think-tank, the Rand Corporation, prepared two related documents by James Dobbins et al, Extending Russia: Competing from Advantageous Ground and Overextending and Unbalancing Russia. These total together about 350 pages.
In Col. Jacques Baud’s 2023 book, Ukraine between War and Peace, he outlines the Rand Corporation’s six-step process using Ukraine to destroy Russia:
Step 1 was the intensification of artillery strikes against the population of the two Donbass states of Donetsk and Lugansk.
In the civil war following the violent US-backed 2014 Maidan Revolution and coup in Ukraine that removed a pro-neutral elected Ukrainian president (Yanukovych) and replaced him unlawfully with pro-Western leaders, over 14,000 persons were killed up to February 2022. Over 10,000 were Russian-speaking civilians in the Donbass states of Donetsk and Lugansk. According to the 57-nation member Organization for Security and Cooperation in Europe (OSCE), Ukrainian artillery explosions in the Donbass slowly increased from 132 in August 2020 to 1,141 in March 2021, when Ukrainian President Zelensky decreed that Ukraine would recapture Donbass and Crimea. They averaged 2,238 for the next 10 months, and escalated to 8,096 from February 1 to February 22, 2022. Hence Putin was pushed to intervene to protect the Russian speaking population, who had much sympathy from their fellow ethnics in the Russian Federation. It also looked like the Ukrainian Army was massing to retake areas held by Donetsk and Lugansk militias since 2015.
The chart on which these figures are based is on page 41 of Col. Baud’s 2023 book cited above, Col. Baud is a retired Chief of Staff of Swiss Strategic Intelligence and a former employee and consultant to NATO. He was actually in Ukraine during the 2014 Maidan Revolution and coup, which many consider the real beginning of the Ukraine War.
Step 2, Russian intervention resulted from this provocation on February 24, 2022.
Step 3 was the massive campaign of economic and other sanctions triggered against Russia. According to the plan, it would be the sanctions that would bring Russia down.
Step 4, the sanctions would result in the economic collapse of Russia
Step 5 is that the economic collapse would provoke popular discontent and the overthrow of Vladimir Putin.
Step 6, THE DECOLONIZATION PROCESS OF RUSSIA—The Russian Federation would be broken into between 19 and 34 smaller states, which cannot threaten US security or resist the demands of US hegemony. Russia’s great natural resources could then be exploited for Western economic and financial gain.
CONSEQUENCES FOR UKRAINE: Once Russia is destroyed, Ukraine can be a member of NATO and the European Union, subject to European Union economic and resource exploitation. This and the weakening and destruction of Russia were supposed to happen with no American military casualties. Well, maybe just a secret comparatively small number. Unfortunately, according to Col. Douglas Macgregor and other objective analyses, somewhere between 400,000 and 600,000 Ukrainian soldiers have been killed. This is a strong indication that something is drastically wrong with our collective conscience and moral compass. Project Ukraine is not going according to plan. Ukraine is nearly out of men and ammunition. It also now appears that the Ukrainian government and military are near collapse, and Ukraine is totally dependent on American and NATO economic, financial, and military support.
The Rand Corporation warned that this plan was dangerous and had a high probability of failure, resulting in unexpected costs and a decline in U.S. leadership and credibility. Apparently, the Biden Administration revived the plan early in 2021. The Rand Corporation’s prediction of the plan’s failure appears accurate and is coming to fruition.
In addition to the Rand Corporation plan, on June 23, 2022, the US Commission on Security and Cooperation in Europe, overseen by the US Congress, launched a discussion recommending decolonizing Russia. This is known in Europe as the Helsinki Commission. This call for the breakup of Russia began in the 1990s. According to former Defense Secretary Robert Gate’s memoirs, Dick Cheney, US Vice President under George W. Bush for eight years, “wanted to see the dismantlement not only of the Soviet Union and the Russian Empire but Russia itself, so it could never be a threat to the rest of the world.” In 1997, Zbigniew Brzezinski, National Security Adviser to Jimmy Carter, advocated for “a loosely confederated Russia” of three parts “incapable of imperial mobilization.”
A major problem here is that the Russian Federation is not the Soviet Union, and Vladimir Putin spent the first seven years of his power trying to come closer to the West. He eventually realized most American leadership did not want to help Russia and were primarily concentrated on remaining an unchallenged hegemonic global power. Its main foreign policy instrument was power projection directed by an unscrupulous CIA. Following his 2007 speech in Munich, in which he openly criticized American power-politics, the CIA embarked on a major demonization campaign against Putin. George W. Bush’s push beginning in 2008 for Ukrainian and Georgian membership in NATO crossed a major Russian Redline, and the 2014 US-backed coup in Ukraine set the stage for further conflict. The final betrayal of the Minsk agreement on Donbass peace and full civil rights for Russian speakers on February 18, 2022, was also a meaningful provocation for Putin’s intervention on February 24, 2022.
Norwegian author and professor, Glenn Diesen, in his just-published new book, The Ukraine War and the Eurasian World Order, lists three hopeful peace agreements from February 25, 2022, to April 9, 2022, (less than two weeks after the beginning of the war) between Ukraine and Russia that were fatally sabotaged by the US and UK. Just one day after the war, Zelensky was ready to talk neutrality and peace, but the US outright rejected such talk. The second, in early March was arranged by Israeli Prime Minister Naftali Bennett at Zelenski’s request. According to Bennett, the “West” wanted to keep striking Putin” and blocked the Putin-Zelenski agreement. The third was arranged by the Turks in Istanbul in late March, but the US and UK Prime Minister Boris Johnson persuaded Zelensky that the West was not ready to end the war, and they would back him with everything needed for victory, which they evidently thought would come quickly by placing Russia under severe sanctions. They even used the false-flag Bucha “massacre,” that occurred on April 2, 2022, most likely the work of Ukrainian security forces or Azov units, as an excuse to cancel negotiations, calling Putin “a war criminal.”
Turkish Foreign Minister Mevlut Cavusoglu considered the obvious cause of failure was the West’s desire to bleed Russian strength. Retired German General Harald Kujat, former Chief of the Bundeswehr and Chairman of the NATO Military Committee confirmed that Johnson had sabotaged peace negotiations in order to fight a proxy war with Russia. General Kujat explained that this was part of US war plans against Russia:
“Perhaps one day the question will be asked who did not want to prevent this war…Their declared goal is to weaken Russia politically, economically, and militarily to such a degree that they could then turn to their geopolitical rival, the only one capable of endangering their supremacy as a world power, China…No, this war is not about our freedom…Russia wants to prevent its geopolitical rival USA from gaining a strategic superiority that threatens Russia’s security.” –-Emma, March 4, 2023
It is clear to those whose ears, eyes, minds, and hearts are open that the Russian intervention into Ukraine was not “unprovoked.” Russia was deliberately provoked to war by the United States, because US politicians severely lacking in accurate information, judgment, and moral compass thought they could destroy Russia as a major economic and military power and exploit and divide its resources. Things are not turning out as they planned, but those American and Western leaders and their subservient media who are responsible for this war and its now terrible destruction of human lives have done so using the vilest dishonesty and lies. They have ruined and betrayed Ukraine. Using up the lives of hundreds of thousands of Ukrainian soldiers to pursue unworthy and ill-considered American/NATO goals is an offense to America’s conscience and good name. It is a dark shadow over our safety, our future, and our posterity.
I wish I could say that only Biden regime Democrats supported this disgrace. Diesen lists three prominent Republican Senators and one House Republican on pages 232-236 who think weakening or destroying Russia by fighting to the Last Ukrainian is a really smart idea. But a larger problem is that a huge number of Republican members of and candidates for Congress have no idea what has been going on in Project Ukraine or US foreign policy. The public is kept uninformed or misinformed by most of the Legacy Media. Congressional sources are mainly distorted or blatantly false regime intelligence reports or donor organizations whose motives and unwarranted optimism elevate profits over truth, patriotism, real national security, and America.
